# The CFTC order, the 2017 China case and the North Korea cargo

**Question.** Which other enforcement matters touch Trafigura Pte Ltd?

**Answer.** In June 2024 the CFTC ordered Trafigura Trading LLC to pay $55 million for trading on misappropriated information, manipulating a fuel-oil benchmark in 2017 and impeding whistleblowers; the order describes fuel-oil sales to TPTE in Singapore at the time. In 2017 Chinese prosecutors were reported to have charged 'Trafigura (Singapore) Pte Ltd' and frozen $32.9 million of TPTE's investment; the outcome is not in the record. In 2018 South Korea named Trafigura Group as owner of a cargo transferred to North Korea, which the group denied. A 2026 sanctions screening found no sanctions listing.

## The CFTC order

- Analysis: On 17 June 2024 the US Commodity Futures Trading Commission settled charges against Trafigura Trading LLC of Houston, finding that it traded gasoline from 2014 to 2019 on confidential information misappropriated from a Mexican trading entity, manipulated a US Gulf Coast fuel-oil benchmark in February 2017 and made employees sign non-disclosure terms that impeded reports to regulators. The order calls the company a related company of TPTE and records that in early 2017 its traders sold about 3.5 million barrels of fuel oil to TPTE for delivery in Singapore. [s-d175] [s-d4] [s-d211]
  - Response: Trafigura Trading LLC consented to the order without admitting or denying its findings; the order records its representation that it has since enhanced its market-integrity policies, communications controls, employee training and compliance testing, and the group says it has strengthened its compliance programme.
  - Outcome: Settled by the order of 17 June 2024, which requires the $55 million penalty within ten business days, a cease-and-desist order and remedial undertakings.

## The 2017 Chinese charges

- Analysis: A news agency reported in August 2017 that prosecutors in Langfang had charged 'Trafigura (Singapore) Pte Ltd' and its Beijing oil marketer Tian Meng with obtaining bank credit through fabricated gasoline deals with Qingdao United Energy, and that the authorities had frozen $32.9 million that TPTE had put into a metals project with Jinchuan Group. [s-d210] [s-d64] [s-d278]
  - Qualification: The charges are known only from a press report of 2017; the indictment names 'Trafigura (Singapore) Pte Ltd' rather than TPTE's registered name — a corporate-data aggregator shows a newspaper version of the report on the page of Trafigura Control Holdings Pte. Ltd., formerly Trafigura (Singapore) Trading Pte. Ltd., without identifying the charged company — and the outcome of the case and of the asset freeze is not in the record.
  - Response: Trafigura declined to comment; senior sources at the company were reported to have repeatedly said it regarded the matter as a commercial dispute and not one for the police or prosecutors.

## The North Korea cargo

- Analysis: In January 2018 South Korea's foreign ministry said Trafigura Group owned the cargo of the tanker Lighthouse Winmore, suspected of transferring oil products to a North Korean vessel in October 2017. A research dataset relayed by a sanctions-data aggregator later listed an entity named 'Trafigura Pte. Ltd.' as shipper of oil transferred by that tanker and another vessel, without any registry number. [s-d245] [s-d244] [s-d10]
  - Qualification: This is a government's statement relayed by the press during an investigation; no finding against the group is in the record. The entry matches TPTE's name and the group's description but gives no registry number, so it does not establish that TPTE was the shipper; the government statement of January 2018 concerned 'Trafigura Group', which denied involvement.
  - Response: Within hours Trafigura denied any involvement: it neither owned nor chartered the ship, had sold the cargo to the Hong Kong company Global Commodities Consultants Ltd., which resold it to Oceanic Enterprise Ltd., and both sellers said their contracts required any resale to comply with international sanctions. Trafigura denied any involvement in the Lighthouse Winmore transfer in January 2018, saying it neither owned nor chartered the ship and had sold the cargo to a Hong Kong company under a contract requiring sanctions compliance.

## Sanctions screening

- Analysis: A name screening of TPTE against a sanctions and politically-exposed-persons data aggregator on 15 October 2026 returned only a record of Trafigura Group Pte Ltd from an energy-ownership dataset, with no sanctions or risk topic. [s-d10]
  - Qualification: A name screening returns candidates, not a complete search; it does not establish that no listing exists under another name or in another dataset.
