Scope and method

Covers Q Cyber Technologies Ltd (Israel, company no. 514971522), NSO Group Technologies, the Luxembourg, Cayman and US companies above and beside them, their owners, officers, lenders and advisers, the proceedings naming them, export controls and reported customers, from NSO's incorporation in 2010 to records retrieved on 22 October 2026. It relies on the documents retained by one research collection, which its own records describe as incomplete; documents cited in that collection but not retained, including several filings, judgments and articles, were not read.

Every statement and relationship extracted from the retained documents was read and given a recorded decision, and each public claim was compared with the exact passage of its source document. Allegations were searched for across all retained document text for responses and outcomes, which are kept beside each claim. Sources other than allowlisted official records of courts, registers, governments and parliaments are identified by category only, and statements by parties are attributed to the party. Personal details such as birth dates, identity numbers, citizenship and home addresses are omitted, and unconfirmed screening matches are not attributed to anyone. The review was carried out by an AI editor without independent human review.
